Norm was one of the first people I met when we moved to Helena in ’78. Great guy to work with. He was such a champion of the downtrodden and what a sense of humor. I knew Norm from our shared occupations as County Welfare Directors and other state employment. He was a good guy, on the ball, concerned about clients, staff and taxpaying public.
